Project Background: The essence of the project is the development of a proposal for transposition of the amendments to the Framework Directive with regards to requirements for identifying waste as a by-product and providing a solid basis for national implementation. This will stimulate the gradual replacement of the existing linear economic model with a waste management model, which supports the competitiveness of Bulgarian companies, reduces the cost of waste treatment and accelerates the introduction of new technologies for sustainable development. The development of methodology aims at harmonizing the requirements for stakeholders in the provision of data and information, as it ensures consistency of data and information. On the other hand, the methodologies are aimed to facilitate the introduction of mechanisms for the competent authority, so as to enable it to trace and confirm the compliance and authenticity of the information submitted by interested parties/ equipment operators and the accompanying documents submitted, and to prepare and set conditions under which the operation of the facilities should be done.
The purpose of this project is to create a model for ex-post controls to ensure compliance with the legislative requirements for waste and related products and the implementation of measures for the protection of human health and the environment.
Project Objectives: Supporting the development of a proposal for transposition of the amendments to the Framework Directive as regards the requirements for the classification of waste as by-products and providing a sound basis for the implementation of measures at national level by the public and private sector.
Our approach: 
- Preparation of an analysis of the scope and application of these provisions for decision issuing for by-product under art. 4 of the Waste Management Act; assessment of existing application practices, requesting additional information and decision issuing for by-product, including conditions staged by the competent authority;
- Review and analysis of information on the application of art. 27 from Directive 2008/98/ЕС about waste – regulatory requirements and procedures; specific cases, decisions of European Court with information on Procedures and practices for by-products in EU Member states (Ireland, Netherlands, Poland, Spain, Denmark, Italy, Croatia, Estonia, Austria, Greece, Latvia, Finland); Specific cases; Decisions of European Court;
- Preparation of an analysis of the coming amendments to the Waste Framework Directive in relation to art. 5 for by-products and preparation of a proposal for amendment and supplementation of art. 4 of the Waste Management Act;
- Preparation of an analysis of the forthcoming amendments to the Waste Management Framework Directive in relation to art. 5 for the by-products and preparation of a proposal for amendment and supplementation of art. 4 from Waste Management Act;
- Development of templates of art. 4 from Waste Management Act;
- Theoretical exposition and parameters of practice in EU countries regarding industrial symbiosis: Relationship between circular economy and industrial symbiosis; Practice in EU countries regarding industrial symbiosis (Denmark, Sweden, Germany, Finland, Italy, Russia);
- Assessment of the potential for realizing industrial symbiosis in Bulgaria and identifying priority industrial sectors where this approach can be applied.
Results:
- Preliminary analysis and assessment;
- Developed templates of art. 4 from Waste Management Act;
- Developed concept of industrial symbiosis;
- Prepared Final Report and organized workshop for stakeholders to present project results.
